Buying Land in Kula: What to Know
Kula land is prized for cooler weather, space and views. The details below are where Kula parcels tend to differ from land at the coast.
Water Meters
Upcountry water meters have long been limited, and the County has kept a priority list for new Upcountry meters. Confirm whether the parcel already has a meter, and if not, how you would get water, before you plan to build.
Agricultural Zoning
Much of Kula is zoned agricultural. Ag zoning has its own rules on dwellings, farm plans and uses, so confirm the zoning and what it allows for the specific parcel.
Elevation and Weather
Kula spans a wide range of elevation. Higher parcels are cooler and can be foggy or windy, while Ulupalakua and Kanaio to the south are drier. Visit at different times of day.
Roads and Access
Some Kula parcels are on narrow, winding or private roads. Check legal access, easements and any road maintenance agreement, and whether the road works for construction trucks.
Wildfire and Insurance
Upcountry Maui was hit by wildfire in August 2023. Ask about insurance early, and think about defensible space and access for fire trucks when you plan the house.
